Is there anywhere online I can buy cologne samples? I realize you can get them anywhere that sells them, but I'd like a lot of samples of the same cologne. They're great to have for carry-on luggage.

Try a website like fragranceX.com, there might be some fragrances you can buy in a little 4ml bottle for relatively cheap.
