If you're talking about the front 9 when the official ruled that no penalty stroke would be incurred when the ball moved on its own, you're going to have to explain the cheating bit. He was honest, asked for a ruling and got it.

Besides that, the one stroke he would have had to incur is hardly equal to the four strokes he lost coming in. Karma's a bitch, but not to that extent!

Well karma doesn't exist.

But I do think he saw the ball move. I got the impression he saw it and that's when he walked away and weirdly looked up on the green.
