To, me, the biggest thing keeping PHX from moving is the large lease break penalty clause in the arena lease. If the team is moved without the approval of the city of Glendale, I would think that the penalty would have to be paid.
As soon as the city of Glendale doesn't want to cover losses, then the team will be moved.

I'm not sure if that old lease is even legally valid anymore. I think the bankruptcy wiped it out.

Vendor financing...hard to believe that the league owners would go there. They would need to be really sold on Jamison's game plan, or perhaps truly desperate to stay in that market.

The proposed deal to keep the Coyotes in Glendale is really bad. It crosses an important line between building a facility and subsidizing the hockey team’s operations.
And here’s what I think fiscal conservatives should do about it: Nothing.
Sometimes the most prudent thing to do about a bad deal is just to live with it.

Is it still possible to move the team before next season (if the financing doesn't come through)? If its still possible, what's the absolute latest cutoff date?
What happens if financing can't be figured out, and Glendale doesn't give the $25 million, and thefranchise can't be moved before next season?

It has been suggested that Quebec only needs 3 days to put a deal together. There are rumors of two schedules being drafted. There is also the very real possibility that the season will be delayed a month or two in CBA negotiations. However, there must be real deadlines very soon.
