Bit off topic, why the hell is there always a 'Quebec specific' condition for everything it seems? I mean, if they're truly part of Canada, why do they need their OWN immigration rules? If they want to make their own laws/regulations so bad, they should just leave and quit free-loading off the rest of us.

Oops, sorry. Read a post that she wanted to be a nanny; just looked again and realized it wasn't you.
Unless she plans on getting sponsored (i.e. by a spouse), she's going to have to do it based on her employment.
Alternatively, if she wants to go to school here, she can get a study permit and then after she graduates she can turn that into a post-graduate work permit and then permanent residence (assuming all goes according to plan). Would a two-year program (i.e. to be a legal assistant or something) be feasible?

Because Quebec uses both civil and common law. It has been this way long before there was a Canada.

The reality is that she probably doesn't need much help. Although not as easy as it was 20 years ago, just about anyone who an accredited degree and proficiency in an official langauge will be welcomed to Canada. There really isn't any need for tricks or gimmicks.
If you really want to help her out, just be her "Canadian point person" while she does the paperwork.
My two cents anyhow....
