wait for the inevitable next riot to start - the sounds of sirens, helicopters and general yelling, screaming and lighting stuff on fire will drown out the rocks in bins......
i can empathize though as a few years ago we went on a vacation to whitefish, we rented a VRBO and beside us they were building more condos - those boys started work at 7 am and they started their morning coffee club party at 6.30 - that was some kind of awesome

Buy some ear plugs or move somewhere else.

You have got to be kidding me. Ear plugs only do so much. They don't do that great of a job of low frequency and they're uncomfortable to wear. I'm sure if that happened to you, you'd be upset too. I just had it happen to me in the summer and it was extremely irritating.

I wear earplugs to bed on a nightly basis and I sleep like a baby, to each their own.
In terms of irritating, yes I'm sure it is. I wouldn't know though because i'm usually up at 6 or 7 everyday, even if i've been on a bender till 3 in the morning.
We all know the OP is a university student and takes one, if not two naps a day anyhow.

Do you hear your smoke alarm when you have earplugs in?

Yes sir, I can hear my alarm on my phone go off, so they don't completely shut everything out.

Not really sure how loud rocks hitting metal drums would be, but am I weird in saying I find it oddly comforting hearing construction work while I sleep? It reminds me of lazy afternoon naps. Maybe it's because I'm so used to it, having grown up in new communities as a kid. There's always someone either hammering away at a house frame, or backing up a dump truck. It just lulls me back to sleep.

This reminds me of the time I was doing a concrete walk at a condo in Canmore. It was a timeshare place around 11 am, and I was nailing a form to the front of a step. Some guy comes outside and starts losing it on me because he wanted to have a nap between two rounds of golf.
There was somewhere else I could have gone and worked for an hour, but buddy's attitude only resulted in me deciding it was time to fire up the bobcat and make some real noise.
As for the OP, it sounds like you're dealing with some real aholes. They obviously enjoy the fact that their loud job disturbs the neighbourhood.

Normally loud noises I can handle fine. But those low jack hammer sounds just make me want to kill someone. Ear plugs don't work against those. The worst part is when your house shakes. As you can tell, I'm still very very bitter.

Stand at your window in a woman's bathrobe, wearing makeup with the bathrobe undone all the way down. Then slowly hold up a butcher's knife and start cutting yourself.

They will do - especially if it is in a student area. The OP just has to suck it up. I'm well on my way to work by 7.30, but can appreciate that it is not a pleasant way to start the day.
Your point about how you were 'asked' is a good one - you seem reasonable and might have accommodated the guy, but were right not to.

I did buy a pair of ear plugs, they do nothing. I'm on ground floor and this is literally happening right outside my window.
And to give a little context as to why 7:30 is so damn early for me is I work till 2am most nights and study for two hours when I get home. So i'm not asleep till around 4:30. (I know, my own damn fault)
This schedule worked fine for me seeing as my earliest class is 1pm.
I know that the bylaw is on their side and there is little I can do with respect to that, but I don't think you guys understand just how loud they are. When I say they are hammering, they are often hammering metal. Metal hitting metal isn't a pleasant sound to hear after 3 hours of sleep.
I started this thread to see what kind of noise is acceptable at 7:30, it says nothing about the level of noise on the bylaw information, just that you're allowed to start construction at 7:30.

It's not that we don't sympathise with your problem, it's just that you've already got your answer.
Q: "Can they make this much noise? What are the laws?"
A: "Construction is allowed between 7:30am-10:00pm"
You can move the words around as much as you'd like, the answer is still going to be "Construction is allowed between 7:30am-10:00pm". It sounds like their following that law to the letter.
So given that you can't stop them, or get them to minimize the work their doing you have to consider some of the other alternatives. Ear plugs, moving, other sleeping arrangements, schedule change.
Are any of these ideal? Nope, but it seems to be the position you're currently in. Hopefully the construction doesn't last for too terribly long.

When I used to work in construction I LOVED staring up heavy equipment like right at 7:00am it was one of the few joys I had working 80hr work weeks.

Construction has to get done, and if it is outside there are only so many daylight hours they have to get it done. Even if it is inside, they work regular hours and they need to get everything done within those hours. The faster they get the job done, the more jobs they can do and the more they get paid.
Not much you can do about it other than adjust your schedule as much as you can, maybe move your 2 hours studying to after you are woken up? Otherwise, just hope that they finish asap.

In relation to the by-law, I know it says construction in residential areas is permitted between 07:30 - 22:00, but is there also a clause on maximum hours of construction in a day?
If they're going at it from early morning to late night, that may not be permitted.
