A recently released report by the province’s finance department might offer a clue. According to the report, Alberta is the largest net contributor to Confederation, with Albertans paying an estimated $14.1 billion, or $3,785 per person, more to the federal government than they got back in the form of services in 2010.

Albertans face the same federal tax rates as other Canadians, but because of Albertans’ higher-than-average incomes, the province of Alberta contributes considerably more per capita than other Canadians. That’s how taxation works. Let’s be extra clear here: if you earn $60,000 a year in Alberta, you will pay exactly the same amount to the federal government as someone earning $60,000 a year in Quebec.

The program’s purpose, as stated in the Canadian Constitution in 1982, is to “ensure that provincial governments have sufficient revenues to provide reasonably comparable levels of public services at reasonably comparable levels of taxation.” That is accomplished through four main transfer programs: the Canada Health Transfer, the Canada Social Transfer, Equalization Financing and Territorial Formula Financing.
Equalization payments, which a receiving jurisdiction is free to spend according to their own priorities, are determined by “fiscal capacity” – that is, measuring a province’s ability to raise revenues.

The fact that that's the Alberta contribution doesn't necessarily exclude that from also being the Calgary contribution. It's at least theoretically possible that the full 14B is paid extra by Calgary, and the rest of the province gets back as much as they put in.

This actually seems not unlikely to me if taxes/fees paid by companies are reported by their headquarters.

The federal gov't has more operations in Edmonton and rural areas than they do Calgary (military bases, etc), so spending in other areas are higher, whereas taxes collected would be higher in Calgary due to higher incomes.

Interestingly the "sport infrastructure" category of projects eligible for P3 Canada (there are 16 total) for which these recreation centres (a subcategory) were applied under has now disappeared from P3 Canada's website. It was there this morning and brought on the screen during the Mayor's press conference today.

No but I snooped into the backyard and peered into his kitchen. Nothing of note. Although he backs onto a ravine so I was weary of joggers going by, so my sleuthing was minimal.

Yup, and in their haste to remove they still say there are sixteen categories at the top of that page:

The P3 Canada Fund supports public infrastructure projects in the following sixteen different eligible categories exclusively.

A couple of #yyccc followers spotted this right away, and Markusoff threw it up on his "Hall Monitor" blog on the Herald (complete with November 18th screen captures showing the category still there).

Not to sound rude but...jeez thats about as much of a stretch as Ive ever heard.
Im not a big proponent of the Transfer Tax system as it now stands, inequalities with Quebec at the top of the list, but it does serve a purpose and if it is properly studied and fixed I think it is still a solid practice.

This, unfortunately, is what happens when an area blindly votes for one party no matter what. Why would the CPC spend money in Calgary when they know they have our seats locked up? From a political perspective, it's better for Harper et al to throw money at swing ridings so they can tout all that they did for those people during the next election.

And the Conservatives know they can get away with it without any electoral consequences. What are Calgarians going to do, vote for the Liberals or the NDP?

When the Liberals actually make an effort to cultivate support in this city/province, or the NDP's policies come somewhere close to reality, they will grow in support.

Notwithstanding this stupidity, the PCs/Reform/CA/CPCs have pretty much been the only party that even pretended to care about this city and province over the past several decades.
