One problem is that the Cell CPU is such a different architecture from the Xbox and often so much more difficult to program for that developers will often develop games on the Xbox and then port them onto the PS3. Consequentely, many games (Ghostbusters, Mafia 2, etc.) actually run at lower resolution with fewer features than their Xbox companions. Also, because of the small amount of video memory (256MB), it's difficult to achieve higher resolutions and anti-aliasing at 1080p.
Upscaling has the same effect as zooming in on a blurry photo. It doesn't really add anything to the picture, it's just an artificial way of stretching and magnifying the image and often just adding a sharpen filter.
