It only seems hard to believe if you're incredibly biased towards Winnipeg. A second team in Toronto makes a lot more sense than a team in Winnipeg.

Sure it does. But that the Leafs and Sabres would have to approve another club in southern Ontario, directly against their own economic interests, makes it seem really unlikely.

The Sabres wouldn't have to approve anything for a second team in Toronto. And as for the Leafs, the transfer payment going to them might change their mind along with moving a team from a market that requires revenue sharing to one that won't.

Buffalo might not have a say depending where the team was placed. If they played right in Toronto in a situation similar to the NBA teams based in L.A., or on the western side of the city, then Buffalo couldn't say anything.
The Leafs can still protest, but it's not like the situation would be beyond solution.

Honestly, there is going to be a second team in S. Ontario/Toronto in the future. That's a market too good to pass up for the NHL in the long term. If the NBA can have two teams in LA along with NY have two teams for each sport, NHL can surely do it in the GTA region.

Buffalo and Toronto would have a say in the sense that these things are voted on by the Board of Governors. Whether they have a veto due to territorial rights is the debate.

IIRC it's a percentage of votes by the board of governors and no one has veto. The percentage is quite high though.

the NHL will not relocate a team to southern Ontario. It makes no sense to let someone move there for free when they can add a team through expansion and collect the requisite expansion fees.
It has long been speculated thet TNSE has had discussions about taking over the Coyotes and moving them the Winnipeg (ie. Taking them off the NHL's hands), with the proviso that they could have first crack at an expansion franchise in southern Ontario.

They're not going to do an expansion if they've got problems with their existing markets. They can't just expand by 1 and nowhere else seems to want a team considering Winnipeg is being considered as a spot for relocation.

Likely: Colorado to the Pacific, Winnipeg to the NW. All others remain the same.

I guess it doesn't make too much of a difference, as the playoffs are determined on Conference rank, not division... plus, Colorado looks to be better than PXH/WPG in the coming years anyway, so maybe a small advantage to CGY with this move.

This team would still own the rights to the Jets moniker, would they not?
I read it was speculated they would choose a different name, that seems like a stupid move from the perspective of the marketability of the franchise. I get that it'd give them 2 sets of jerseys, etc, to sell... but that seems like short-term thinking. I dunno, we'll see, I guess.

All the franchise would have to do is update the design a bit or even have the same jersey in the RBK edge design and all the Jets fans would be buying new jerseys off the racks in no time. I think marketing the Jets would be easier than any other name.

I believe the speculation was because people assumed it would be Atlanta moving.
With Phoenix the team to move, I can't imagine fans would be ok in Winnipeg with not taking back their name.
Who knows tho.

The Winnipeg Poohs (their sleeves and pants could be yellow, and the chest part of the jersey would be red. Very manly.)
The Winnipeg Red Lobsters. I'm assuming they would get some funding from Winnipegs classiest food establishment.
The Winnipeg Cummings, named after Winnipeg's own Burton Cummings

Just Jets. Leave it the Winnipeg Jets. Too many naming problems in this region. First Spirited Energy now the team has to be called Manitoba whatever.
