Even at half a milliom the cost reduction you could potentially see (Assuming the city didn't take any of this into account, which the article says they did), is still only 42 cents. And that's assuming the 100 000 bins is correct, which with a little googling I found out isn't correct at all.
There are actually more like 320 000.
So with your half a million estimate, and the actual number of bins at 320 000, we're still in the range of 13 cents/month reduction.
Bottom line, even if the city were pulling in $1.5 million, it wouldn't make an appreciable dent in the cost of the program.

Litter bug is too tame a word for these human stains, I will now refer to them as Earth Molesters. Putting trash in bags in a park -- which sucks but can easily be cleaned up -- is exactly like ruining a child.

I disagree on that point, but it is contingent on having a universal, mandatory, and convenient recycling program. In the city I live in every house gets two wheely bins, one for recycling, one for garbage, rather than it being some optional program. There's no reason to huck your empty beer bottles in the garbage bin sitting right next to the recycling bin, so there's no reason to have a refundable bottle. But the convenience factor is key, recycling is picked up same bat-time by the same bat-truck as the garbage, there's no optional fees, and you're getting a recycling bin whether you want one or not. I'm not talking about some idea here, I'm talking about real-world practice that has been implemented for years and actually works.

The "Dumper" has come out! Apparently He called the Sun News Paper to explain his actions. He blames the City and even his neighbour!!
Not my fault! Not my fault!
....It really shows how screwed this City is, Now By-Law officers are going to have a "meeting" with City Officials before they "speak" with the Dumper???
