I don't know if they mentioned it on CTV, but Costas said that at some point, both the Canadian and Olympic flags will be lowered to half staff in honour of Kumaritashvili.

Yes, the opening ceremonies are always conducted in French, English, and the native language of the host nation. Since French and English are Canada's official languages, those are the only languages required.
