Based on what I see I'd say atleast 10% and maybe upwards of 20% of people shouldn't really have their license. Unfortunately, in our society driving a car is a right not a privledge. Sucks for the other 80% of us who see a truck coming down a icy road and decide the best thing to do is not to pull into the lane 50 feet infront of him and just stop. dumb ****.

Based on the median, mean or middle? Because the skill of the relatively few excellent drivers could either bump the mean up, or not be enough...
This isn't like IQ where 100 is the average at any given time.
if 20% are horrible, and 20% are good, that would leave 60% to be mediocre...
But I'm no math/stats expert.

I would venture that the distribution of driving skill among the general population is normal is a safe assumption to make.

I disagree. The reason city hall thinks so is they ask the question during summer months. I'm sure if they asked right now if we wanted to spend an extra $50 per house per year to have effective snow removal; I would suggest the answer would be "yes."

I wonder if businesses would be willing to pay more taxes for better roads? After all they are the ones that lose out when their employees are late for work.
Unless most businesses make their employees make up for the lost time, which I dont think is the case.

I'd be willing to bet 50% of people don't want to pay more taxes but think the City has fat in it's budget somewhere to pay for more snow removal.
Ask the Citizens to pay more taxes for plowing and watch them scurry like roaches in the light....

I, for one, wouldn't be willing to pay higher taxes for better snow removal. The reasons why start with what I drive. Got the 4x, and now, thanks to the incessant whining of CP, I've got snow tires. In other words, I feel invincible. But more important than that, even the clearest roads will still be littered with strugglers. They'll still drive 20 in a 50, or 30 in an 80. So if I still have to put up with the aggravation of sharing the road with these people, why should I arbitrarily pay more?
AFAIC, if you can't get off your street, that's one less person I see on the road.
