The point was that most of the stuff on the bylaw was already illegal, and that this new bylaw just gave cops differnt ways of dealing with it.
In some cases, they can now give out court appearances when they coudln't before, and in some cases they can give out fines, where they coudn't before.

I read another atricle about his in the Sun on Monday or Tuesday (Was actually waiting for it to get here, and was supprised it didn't, guess I was wrong), and it gave the example of people being drunk jerks on long weekends. Before all the cops could really do was throw them in the drunk tank, which most of them didn't care about. Now they can give them a fine, which is much more likely to get them to quit whatever they are doing.

Why not just go to the source and start charging bars that over-serve alchohol to people, or just eliminate alchohol altogether?

Well guess what, they could do that, as it is illegal to serve someone who is drunk. But unless the cops are in the bar to see it, or have some other evidence that can prove that this guy got drunk at this bar there's nothing they can do.

And I love it when people who are so adamant that a law like this is infringing on their rights and then throw out something like "Just eliminate alcohol altogether", like it adds some weight to their argument.
Alcohol is a vice, and when you turn 18 you're given the right to consume it, but with that right comes the expectation that you can be a little bit responsible, and not act like a drunk jerk, or drive, or do any number of things. But if you do do those things you're going to get charged for them.
That's how the world works, you're given certain freedoms with the expecation that while excercising them you won't abuse them, and if you do, then you'll be expected to pay the consequences.
I have the right to drive, but not to speed. I have the right to have a campfire, but not start a 50 ft bonfire in the middle of a campground, I have the right to have a few beers, but not be a drunken beligerant a******.

Why would they do that, when chances are if you are swearing enough that he cares, he can probaly write you a ticket for drunk & dissorderly conduct?

The problem with public nusisance bylaws is that they target in a round about way the behaviour they want to prevent. The behaviour here wanting to be prevented is public drukeness so like you said above the ticket they should be handing out is public drunkeness. Why do they need an extra law just enforce the one you have. And if a dog is allowed to crap and pee in public I should be to provided I pick up after myself and do it in a non-indecent manner.

I am going to sylvain lake this summer to swear loudly on the beach and I will bring a child. I hate the whole think of the children arguement on swearing. The more you mystify these words the more power you give them so buy saying them, explaining what they mean, and explaining when it is appropriate to use them (when you hurt yourself and at sporting events when Inginla decides not to play defense or our power play can't do something simple like enter the zone). By doing this you reduce the power of the words. Nothing bothers me more then a person tells someone to quit swearing because there are kids around when they don't have kids around. They are actual asking you to quit swearing because it bothers them and using kids as an excuse.
