The article doesn't give a direct quotation of the law(translated to English). Above is the most specific the article gets concerning the content of the law. It doesn't sound good for women but, I'm not sure it actually sanctions rape.

Women seriously need to look at taking law into their own hands, why don't they pick it up and rape some guys like the amazon chicks. Anyway hearing about this legalization is insane, society somewhere moving backwards.

It doesn't sanction rape but it is a lot more sensational to phrase it like that.
The law is obviously stupid and not great for women but "legalized rape" is a pretty misleading phrase and really an outright lie.

Really, hmmm. Let's see.
The women must "obey" sexual "demands" and there is no need for "consent".
Only valid reason for her not obeying his demands for sex is illness.
What about the nights she just doesn't plain "feel like it"?
With this law he is within his rights to take (rape) what is "legally" his.
