Tell them it tore up your grass, if it didn't then rough up your lawn a little so it seems like it did.

Methinks it is time for you to move...

You should be able to find out what was spilled by the car that drove on your lawn because his/her insurance should pay to get that fixed as well.

It is on your property, you are involved. If gas or fluid spilled on your lawn you have suffered damages. Definately call back and request the police report as you wish to pursue a civil claim. Then move out of the warzone you apparently live in.

Don't waste your time. The city won't do anything for you if there is no structural damage or significant landscape damage. If some of the grass is burnt or damaged it will be more hassle to you if you try and get something for it. They will bury you in paperwork and in the end they will do nothing for you....it's grass.

I saw on the news that some 20 year without a license was driving and lost control and hit a woman a child, woman is dead. Right in saddle ridge is that where you live?
