The rules explicitly allow for a rock to be touched again before the hogline.

If a moving stone is touched, or is caused to be touched, by the team to which it belongs, or by their equipment, the touched stone is removed from play immediately by that team. The issue is that there is also a rule that states

The curling stone must be delivered using the handle of the stone.

and the Swedish commentary is interpreting that as touching anything other than the handle is not allowed. It's also possible that Kennedy's finger is still on the rock after the hogline and because the sensor is in the handle it won't detect that.
