No. You only get compensation if you do not sign a first round pick. You get a second round pick in the same position he was drafted in the first round in the year following the year you lost his rights.
Hayes was chosen with pick #24 in 2010, so they would get pick #24 in the second round of 2015 (or pick #54 overall).

Yes, probably. The Flames second rounder next year will almost certainly be sooner than 54. They might also want a player of similar age to Hayes in return, so a guy like Agostino might be preferred for them.
Because that compensation is available to the Hawks at no cost to anyone, it might be everyone's preference to just wait until August.

No, plenty of draft picks get traded. Agostino and Hanowski are two recent examples with the Flames.
