Gilmour.
Even though he's a bit of a long shot to make the NHL, he was the top pairing d-man on the national champion Providence Friars. That has to count for something.
I considered Karnaukhov and Ollas Mattson, but Gilmour's accomplishments tipped the scales.

The Flames need a John G from the NCAA at each position.
Gaudreau and Gillies have forward and goal covered. Gilmour will be the defence.

Karnaukhov. He was pretty inconsistant but when he was on his game last year he has spurts of dominance. Now that he is comfortable in NA both on and off the ice with a full year here, I expect he will take a pretty big jump forward this season and be one of the Hitmens best, if not the best player.

I don't consider Billins or Wolf Flames prospects so I would never vote for them.
Of the remaining I would rank them as follows:
1. Gilmour - A bit underrated. Has been solid in Providence in his first 3 seasons.
2. Karnaukhov - Was inconsistent in his first year in the WHL, but has some skill and size. Has a chance to have a break out season if he's wants it bad enough.
3. Hathaway - Good size, but not much skill. If he makes it will be as a bottom 6 energy player.
4. Elson - If he makes the NHL it will be because of his high energy. Like Jooris.
5. Sieloff - Missed a lot of development time. Struggled to be a regular AHL defender last season.
6. Mattson - A defensive defenseman. Has the size but does he have the skill?
7. Kanzig - Huge but can he ever be a good enough skater to be in the NHL. Odds are he won't
8. Bruce - A Kanzig clone. Odds are very low he makes the NHL
9. Harrison - Disappointing college career so far.
10. Grant - Career AHLer
11. Deblouw - Disappointing college career. I don't expect this guy to be offered a contract.
12. Van Brabant - Good chance he get's Hanowskied after this season

Going with Gilmour here. Though when watching Friars games I don't really notice him - I find I have to actively make a note of seeing him out there - in some ways that is also a good thing. While I thought Hickey was a much better defencemen in that championship game (and in every viewing I had - which wasn't too much really), Gilmour wasn't making any glaring mistakes. Didn't have that impact that Hickey had, but was a stable defencemen back there that played (IMO) pretty much error-free I thought. Have to go with him now I think, though it is close with a couple of other prospects.
Nice to know that even while we are 'scraping at the bottom of the barrel', there are still some prospects to be legitimately high on and who could very well still turn out to be NHL'ers.

Uh... you guys know Turner Elson is having some pretty good success in the pros right?
Shouldn't have fallen past big Keegs, and he's still not being favoured. wow.

I like Elson but players with 4th line upside don't really interest me in rankings like this. I will almost always favor low potential defenseman over low potential forwards because competent 4th line forwards are pretty much the easiest pieces for a team to find if they need them. Defensemen are a whole different animal. You want as many good ones (even bottom pairing) as you can get as they always seem in short supply.
I guess what I'm saying is that I think it willl be better for the Flames if a guy like Gilmour, Rafikov, Kanzig or Sieloff become a #5/6 than if Elson becomes a 4th liner. I'm not sure any one of those players are any less likely to 'make it' than Elson either, so it's hard for me to put him ahead of them.
