Default Good FREE photo editing software?

Any suggestions?

Basically, I'm looking to edit scans, specifically the size (eBay stuff).

Paint.NET, a lot simpler than the gimp, better for quick and easy stuff IMO.

Paint and Snipping tool with windows 7 are both crazy easy to use.

Thanks for this! I've been looking for something easier than GIMP but better than PAINT for a long time, and that this has layers is amazing!

If I had known, I would have recommended this over GIMP for your situation.

I personally use IrfanView

It is very light, but does what I need it to do. I originally started using it for eBay because it was the quickest way to put a watermark on your images so they wouldn't get re-used by a competitor.
