Default HDTV Problem with Fuse

So my sister just bought a new HDTV for her apartment up in Mulletville, and when she plugs it in, the fuse in it blows out. Any ideas of what to try? Or what is going on?

Edit: So I have learned more, she got a new one after this first time it blew since she only bought it a few days ago and it has the same problem. However, it worked before they got the cable box, once they hooked that up the problems started.

So knowing this now, can it be a problem with the cable box, or apartment?

Cable box? Who is the provider?

If you can plug the tv into an outlet with no problems and it only blows out when the incoming signal is attached to it, it's not likely the apt buildings fault. Defective HD box? Have you changed that out?
