Firstly, the News of the World is as reliable for their facts as the National Inquirer and secondly, it is not clear from the photo that it is in fact Phelps taking a hit.

If there's one thing that Men in Black taught me, it's that tabloid newspapers present the most reliable investigative journalism. A terrible shame that a role model for so many young children doesn't take his fame seriously, and he's poisoning the minds of young kids.

Hard to tell if that's actually him but I don't know many 23 yr olds who sport what looks to be a high end watch....but then again I don't think I actually know any 23 yr olds...also don't know my Omega watches well to know if that's one of them. (he's sponsored by Omega)
