I have friends down here who have Bell or StarChoice... possibly both. They have it all purchased and programmed under a friend's Canadian address (the only way it will work, as I understand), but then they just physically put up the satellite at their house down here in California. After some calibrating and tweaking it works just fine. I'm pretty sure this is entirely legal.
Something you can do to get around webcast copyright restrictions is to use a proxy from the webcast's country of origin when you connect.

I think it's safe to say that there are legal and illegal uses for proxies.
