it's peculiar but I think Utah is officially an expansion franchise with no historical ties to Jets V1/Phoenix, but they acquired the 'hockey assets' as part of their expansion

Utah is it's own franchise
The Jets records would be the Jets 1 and 2 with a 15 year break.
The coyotes records would be their own and presumably go to an expansion team if they ever got one

Of the 21 teams in the NHL when they joined, only Hartford, Toronto, and Colorado/New Jersey had a worse record.
Yeah, I can understand why they want to preserve that legacy.

You wonder if part of this is the league wanting to separate out the Atlanta records for a future Atlanta expansion team. And, for that matter, if Phoenix were to ever get a team back it would make even less sense for the Winnipeg records to have anything to do with that franchise.

I mean, once in a blue moon a star comes up from a player from that time, but even as a pretty hardcore Flames fan, I know absolutely nothing about the Atlanta Flames.

I don't think there is any issue with the team laying claim to the thrashers records and the old jets, they never over lapped. It's the cycotes they would need to renounce, and I believe utah doesn't lay claim to the cycotes/old jets records.
This is a story only Winnipeg should really care about, and mostly in terms of merchandising players of the past.
