I don't know anything about this stuff so I got curious. I'm also assuming it's not totally the same stuff that is on certain playgrounds in the city.
I looked at a website that suggests using a plastic shovel vs a metal one on a rubber paved surface. The rubber paving are also being stated to be slip resistant.
The quick search I did on rubber paving seems to be on two extremes. A handful of those who have completely no issues, many others who have a ton of issues they have difficulty getting addressed. It weirdly seems like a dice roll.
Another thing that bugs me about the rubber paving is that there are tons of examples where people don't bother matching the colors correctly. Why the default isn't light grey (ie: concrete color) and instead dark grey/black like asphalt is beyond me. Even worse, there are many examples of brick colored red. It literally creates a contrasting color around someone's home that seems jarring and unsightly.
I was intrigued at first, but I don't think I would ever consider the rubber paving on anything more than a small walkway or private pad where my concerns on aesthetics are relatively miniscule. I'd lean towards redoing with concrete for sure. I wouldn't want to take the risk of the product failing and/or looking unsightly.

This website even suggested avoiding rubber paving altogether and going with resin bond. I haven't bothered reading into that, but I think based on casual glance, I'd consider this option for resurfacing over rubber paving.
