Pretty easy fix. NHL should only allow fans to vote on 100 or so players that they select.
Or they simply say John Scott does not qualify as an all star. I get that most of us die hards have no use for the All Star game but kids love it and the players that deserve to be there have fun. Trying to vote in a guy who symbolizes everything we don't want in the game of hockey is asinine.

Yeah, I agree. Honestly, I found the Rory Fitzpatrick thing from a few years ago to be more annoying than anything. Especially how the media kept talking about it. We get it, some fans think they are being funny by voting for someone who clearly should never be at an all star game.
It's an annual tradition at this point. The internet votes in an unlikely hero, and in an act of electoral fraud worthy of Mexico, the NHL "disappears" a few hundred thousand votes to make sure the people's hero doesn't get in.
Honestly, this is the only thing that will make me care enough to vote.
I've never liked it whatsoever. I thought players and alum voting and 'drafting' would be the most fun. Imagine a Crosby and Lemieux drafted East VS. MacKinnon and Sakic West.
The fan voting is a bad idea. Unlimited ballot fan voting? Even worse. It's just a traffic driver more than it is focused on making the All-Star game the best on-ice product it can be.
Let the Captain+Alum do a live draft as we've seen. Have certain players we know are going to be drafted on live remote feeds to get their reaction and be done with it. The players don't NEED to be there for the draft.
I still think throwing the sticks into a pile and pulling them out one by one is what should have always happened. It was always a glorified shinny game anyways. If you don't pull out any defencemen - well, guess what? Just like growing up you take turns playing that position.
Fan voting will always be dumb. A league always tries to get their fans involved in as many things as possible, but then you get Fitzpatricks and Scotts grabbing headlines and turning fan voting into even more of a circus.
