Default Unlocking secured PDF file

So I downloaded a legal form from the Alberta website and I need to convert it Word format to make some changes. I've tried to do that, but apparently the file is secured and I need to unlock it first.

I downloaded a few PDF unlocker tools, but neither of them worked.

Any suggestions?

Open adobe:

In the Edit Tab --->preferences--->Security (Enhanced) Uncheck "Enable Protected Mode at Startup" as well as "Enable Enhance Security"
