Not that it's surprising, but after a report analysing traffic came out they're saying it's proof that some networks disfavoured traffic from Netflix's provider to effectively hold Netflix hostage. Gets into broader transit arrangements between big providers and how what used to be a simple tech problem to ensure good performance is now a source of revenue to get others to pay for access to your network.
