wranglers Curtains / Baseboard Heating

Thought there might be a few HVAC folks here that might be able to provide some insight.

Last week the heat in our apartment stopped working.
We have baseboard heating and I believe it is hot water heating.

I emailed the management company of our building and they said a few other people in the building were having similar issues.

After the heating company had a look at our apartment, they left a couple space heaters and told the management that the reason that the heat had cut out was because the curtains in our bedroom were puddled over the baseboards and onto the floor, causing the heater to freeze, then systematically causing the heating in the rest of our apartment and adjacent apartments to cut out.

It seemed somewhat unlikely to me, but I thought I would check if some experts thought this might be a possibility.

I am mostly concerned that the management company will blame us for the cost of the heating company's visit and take it out of our deposit.

I can't see how. If you have a wall mounted thermostat- that thermostat would call for heat and turn on the heater. If the thermostat is in the heater itself (and I've only seen that in electric)- before it go to freezing it would have called for heat.
