Not a fan of Chinese buffets, but I think the least offensive one is Regency Palace in Chinatown.
It is also high enough up in the mall that there's probably no vermin that can reach it. Unless mice can climb stairs or operate the elevator.

No, not really serious. But it had a clean appearance, and food was always being replaced.

Isn't looking for a good Chinese buffet, kinda like asking where to find a truck stop with the cleanest washrooms?

They exist. There used to be a great one on the west side of downtown called Pearl Fantasy. They were good as well as inexpensive. ($10 for dine in and $6.50 for a take-out box.)
They were shut down by the health board for things I would classify as "not surprising for a Chinese restaurant." They started renovations to address the concerns, and I can only guess they ran out of money. Construction slowed and then stopped for a couple of months; and then a new name was on their door and construction started again. They opened as what appears to be authentic Korean food; in that there's nothing for us white guys on their menu.

Thai Nongkhai was quite good. Not usually a buffet place, but on Tuesdays (as of a few years ago when I last went) they set one up. Anyway, not Chinese, but.. coconut rice... *drool*

Peking Garden got fined for numerous violations under the Public Health Act over the past four years, including high-risk meats and vegetables stored at room temperature, and filthy equipment and work conditions.
