find your MB manual and cross reference the # of beeps you get when your pc starts. I had a similar problem and the beep sequence indicated that the Video card was pooched.

remove power cord, open it up, and make sure all the ram, cards and connectors etc are seated properly.

Sounds like a blown PSU, motherboard or CPU.
Recommend one of these bad boys.
If you have an extra CPU try throwing that in.
Unfortunately, testing the motherboard is a lot harder.
If it doesn't beep at all (as you kind of said) it's a PSU, mobo or CPU problem.
If it beeps 3 times fast (usual standard) it's your RAM.
If everything spins up but it doesn't post (the usual BEEP you hear when it starts), it's probably the videocard or CPU.
If it's literally "Push button, light on the DVD player flashes, and that's it." then I'd be 90% sure it's the PSU.

Just bought this for a media PC about 2 months ago, 40 bucks after rebate, works just dandy for a cheap PSU.
EDIT: NM that ones out of stock
This ones 45$ after rebate, looks good enough if you're not a performance machine:

I got the new power supply but didn't have time to put it in to try it out. I tried turning it on a couple times to listen for beeps and still none.
It does sound like the cpu is trying to start. You hear that hum kick in then stop. Try to kick in and stop again it will do this for 4-5 times and then just give up. Would it do this because PSU isn't providing enough juice?

The CPU is the processor and will make no sound. I don't know what hum you are talking about. Sounds possibly like a no-post loop caused by a bios error after BSOD. Pull out the bios battery or short your bios reset jumpers.
If there are no beeps at all it could be due to damaged CPU but possibly PSU. Replacing the PSU is the easiest step to try and a reason not to cheap out on the PSU again (you mentioned $30-$40 when you should be paying twice that amount for a decent brand). PSUs are the area that manufacturers can cheap out on the easiest without the consumer knowing when they are also the part that can cause the most damage to your expensive components with power ripple, under/over-volting, or just shorting out when caps blow, etc.

Won't the fan on the heatsink make a noise when it is firing up? That is what I was guessing. I don't think the PSU was cheaped out on when it was purchased as it was a gaming rig back in the day before I put new internals into it. I think it crapped out because it was 10 years old at least if in fact that is what crapped out.

Ok so I found the noise it was the hard drive. I took them out of case and fired it up and The noise stopped. It didnt boot though. I have taken the battery out of mobo to reset the bios and will see if that does it

Bios tricked worked like a charm got computer to try and boot up again. Bad part is hard drive is making start up hum then a click. Then hum and click and not doing anything.

Glad I could help. Unfortunately warranty doesn't recover your lost data.

I would assume its seagate. Don't worry about lost data I have all the important stuff on my other second hard drive and this one was just re-formatted in September so there really isn't much on it except a couple movies and the time it took to download everything

I hope fundmark doesn't mind me half-hijacking his thread since it looks like he's managed to solve his issue, and mine is somewhat related.
For a couple days my computer has been having issues in sleep mode where if it ever fell to that state, it would not accept any input of any kind. Got to the point where one morning, just wouldn't boot up anymore. Light in the back still lights up but resetting the power, long pressing the power button and even at the suggestion of another friend, cleaning out the inside with a can of dust cleaner (blasting out all the dust onto my porch just earlier) did not help as well.
I'm assuming at this point my PSU is dead?
