Isn't the actual STH cost for 2 season tickets in that area less than $3500??

Yes. He's referring to it being less than FV of all the tickets, not season ticket holder price.

The answer is pretty obvious...if there are only 35 games then the buyer pays $3500...25 games $2500 etc.
