From a clinical perspective, they'll first have to stop the bleeding (it's a very vasvular area) and examine the plumbing so to speak. The male organ is quire like a pump, so depending how much is left, doctors will have to see what kind of control he will have over bladder release (pressure (dribble out vs stream), aiming, ability to stop midstream). Same will have to said for the contents of the "berries". I assume those are still attached, so the hormonal system will not be disrupted. Still, I doubt that he'll be able to shoot his seed anymore so the physicians may decide to give him a vascemtomy.
He'll probably be sporting a stub for the rest of his life. I do know that for men that use to be women, the organ is made from the leg muscle, so that may be an option to give him a more regular length. However, he'll get no more pleasure out of it as all the sensitive nerves were destroyed as well as it won't ever become erect.
Incidentally, I suppose he could be given the option to become a she, but there wouldn't be enough tissue to to properly create the female parts without again harvesting from the leg muscles. There would still be the issue of not deriving any pleasure from it's use
