Sorry, this isn't a "gotcha" moment. You can't declare a climate emergency while then encouraging employees to drive to work instead of taking transit.
Again, if this is truly an emergency, then it shouldn't matter if their lease requires them to take spots or not, this is about the future of our planet.

It is usually met with:
"Oh yeah, you and your plastic phone and your gas car and your clothes and your house! you are such a GD hypocrite!!"

Yup, but grinding things to a halt will result in poverty, famine and violence. It's a delicate balance. Prosperity leads people to have the capacity to make better choices (that typically cost more). If we stopped burning fossil fuels all together tomorrow, society would crumble, and progress would stop.

I’m not outraged about it. Just pointing out that the City isn’t being slammed just because staff can use the parkade under City Hall.

I could think of several city employees whose duties and responsibilities would make it necessary to have such parking passes.
Or should we just go back to the good ol days when there were secret handshake deals with parking authorities not to ticket so and so

You mean so they can travel around the city which they are employed to administer and perform their job duties? Would you rather have a department of people hired to process their parking expense receipts so they can pay for parking to appease the desired optics?

God, was it on this forum where someone was irate about the city councillors getting a car allowance as part of their compensation, and how it was absolutely egregiously high? Maybe I saw it on Reddit... Anyway, they were vehement that the policy was BS, they should just expense mileage "like the private sector", and it was pointed out that 1) they'd probably end up expensing more in mileage than the car allowance, 2) it's simpler and less expensive overhead (acct.) for the City to just pay them an allowance than to manage mileage on expense reports, and 3) that's precisely why in the private sector many companies pay their employees a car allowance in the first place! The whole thing was just pants-on-head stupid...
