If I were to make a new clan, how many people would be interested? Trying to determine if it's worth it or join an existing one somewhere.

Everything you do earns points, so just play the game. Complete campaign missions, beating public events, finding chests, everything seems to count. You'll also earn rewards from other people's accomplishments, when you log in there may be engrams waiting for you, or so I've heard.
Make sure you get clan banner from Hawthorne.
Doing activities as a group seems to be a big contributor as well,bonuses for raids, crucible, strikes, adventures, etc with clan mates in your fireteam.
You can't see the clan roster in the game yet, but it works in the app. Bungie said that will be fixed soon.
You can personally earn 5k points per character per week.

Completing your 5k clan points is definitely worthwhile, just got boots and power weapon that raised me from 270 to 272.

I haven't read anything to confirm this, just basing it off my own experience, but it looks like blues cap at 240 and purple engrams at 265. Only way higher is from powerful engrams (night fall, raid, clan rewards, etc). Also legendary armour/weapon mods.
Edit: Also, someone mentioned in party chat yesterday that raid requirement is 290. Again, I haven't confirmed this. It seems logical, though, and could very well be common knowledge to everyone. I've just read very little about the game so far, so I'm piecing this stuff together as I go.

In terms of growth, blues will cap at 260. After that they'll drop below your light level by 5-10 (currently 280, get 270 blues). Legendaries act the same but at 265 cap growth instead. However they might come with a +5 mod.

Man this game is a blast, playing with friends, chatting with CP members all while having fun grinding away at my light level. I'm also really enjoying using that Coldheart exotic while using three Rat Kings in strikes is hilariously enjoyable, lol.

So far it's pretty good. I feel like I should be more compelled by the story though, but I'm not.
I was maxed light level in destiny 1 for so long that it feels weird being so low and having to grind. But I forgot how much fun it is to really have to grind through all the white/green/blue guns and get a feel for what you love and what you don't.
I've rekindled my love for hand cannons; they feel more like they did before getting nerfed into the ground in d1.
Is there a cp clan for Xbox?
