They've already characterized him as an assassin who was setting out to kill ICE agents.

Again, the more ridiculous and outrageous the story, the further from reality, the more you can prove your devotion to the dear leader by repeating it and acting as if it's true. It's easy to fudge the truth a bit; acting as if the sky is actually pink because they tell you to takes true loyalty.

He is an ICU nurse, she had fallen and he was trying to help is what I had heard, but after finally watching the video I don’t know, but they had all been pepper sprayed at this point so I’m sure they were all disoriented

Spoiler for those who don't want to see. I screenshotted what appears to be the moment the first shot was fired. It seems that Alex was on his knees attempting to stand up with 5 men trying to hold him down, when one of them saw a gun on his belt and grabbed it.

My guess is the guy who grabbed the gun yelled gun, the shooter got scared and started shooting. Beyond the fact that good training or some basic human decency would have avoided the whole situation, just exceptionally and incredibly terrible vetting or training... to have a guy that jumpy brandishing a gun on public streets.

What the picture shows is a man on his knees, both arms being held by two separate men, being shot point blank in the back by a 3rd.
