You're quite right. Some of this stuff calls out for an explanation, and some of that stuff could be very easily explained.
I think we'd all be happier if PIMKing stuck it out to clarify things a bit but, in his absence, some internet Scooby Dooing is going to have to do.

Well, no. Anyone soliciting money, could/should be asked to provide a bit more information to mods supporting his requests before it's allowed. I mean, look, in this case, CP inadvertently became an instrument in a fraudulent activity.

I'm reasonably familiar with the US health insurance system, and I've got to say that a $361 copay is a curious amount.
Usually a copay is an even number, like $20 for a doctor's visit, $40 for drugs, or $200 for hospital admissions.
Also, most health insurance pays on an 80/20 or 70/30 or 60/40 basis (the insurance pays 80% of the bill, you pay 20%, and so on, with the split percentage determined on whether the health care was given in-network or out-of-network).
Plus, a doctor's office would never (eta: or very rarely) know what a patient's deductible is, or whether the patient has already met it. Paying the deductible is something that is done after service is rendered and the bill has been submitted to the insurance carrier.
All of which I write simply to say: on their face, the numbers presented in the quoted passages look bogus.

I didn't donate, so I don't feel that I have standing to pursue the matter, but an aggrieved giver might.
And such a person might feel compelled to contact a local news station (which always loves a good fraud story, especially during the holidays) or the local police department/district attorney's office (the former probably won't care much, but the latter always likes to take on cases that help build their resume and political careers) or maybe the donee's employer (who might be interested to know that their employee appears to engaged in dubious behavior and should start checking their own books) or to simply handle things themselves.
