Jankowski attended the Flames prospect camp earlier this month along with a handful of Providence recruits, who helped sway him to school.

The Saints selected Jankowski at No. 11 overall in the USHL Draft this spring. The Flames then picked him at No. 21 in the NHL Draft.

The original plan called for Jankowski to spend a year in Dubuque to develop before heading to Providence College.
Jankowski's decision to go to Providence opens up an import spot on the roster for the Saints.

I got the impression that it was Providence that wanted him to have the year of development in the USHL.
Since, the only thing that happened between the draft and now was the Summer Development camp, I guess perception changed when they saw him skate with higher level players.

He can leave college whenever he wants (or more likely, when the Flames want). He could spend 3 years there, or have spent 1 year in Dubuque and 2 with Providence. Doesn't mean he'll be here sooner.

Anyone drafted under the current CBA would likely still be subject to those rules
It's really not that bad of a rule though, it is 4 years after being drafted, the regular college player that finishes school is only NCAA eligible for 4 years anyways. So they really only become available a month and a half sooner to the free agent market than another player who goes directly to and finishes school.
