You seem confused as to what the rule is.

It was shoulder to shoulder a few feet from the boards launching him into a dangerous and vulnerable position (head first) into the boards.

Rule has been posted a couple times, nothing in the rule about what part of the body hits what part of the body. At least that's the way the rules written and I've always seen it called.
