Let the Ray's play in someone's spring training facility for 3 years or Oakland.

There's enough other cleanup needed in that area. Putting resources to make the Trop functional doesn't seem like a worthwhile endeavor economically or socially to me.
Of course you could say this about any new publicly funded stadium or arena.

Except that they're spending an ungodly Sim to remove the roof in that thing since random parts keep falling off....

One rumor I've heard from a couple of sources now is the Rays playing at Disney World for a few years. Apparently they already have a 9500 seat stadium with multiple luxury boxes that could be expanded. There's no conflict with it being another teams spring training facility. And you'd sell tickets to visiting fans who are coming to Disney World anyway. It's close enough to Tampa that existing fans could reasonably still come, which is probably better for making the new stadium sustainable (assuming that still goes ahead)

I mean, they've played games there this past week, so clearly not that bad. Locals reported some cosmetic damage to the exterior, but that's about all I can find. Not sure when they plan to make up the game against Carolina, so that's still TBD.

That's a very hopeful writer (he even mentions this during the article, lol). I feel we have different definitions of fans still being able to reasonably come. Tampa to Disney World is 115kms. Fans would be driving 2hr, 20 minute round trip during the week if you select "light traffic". Considering those fans would have to leave during rush hour in Tampa, that could easily be a 3 hour drive.

That's not even close to reasonable, imo. Some of the most dedicated fan bases in sports couldn't get their fans to regularly drive 2.5 - 3 hours round trip to watch games, let alone Rays fans.

Outdoor baseball in the summer in central Florida sounds miserable.

People have this delusion that Florida is a piece of land. It's a shallow spot in the Atlantic Ocean, pumped and dumped by unusually shady real estate agents.
