Here is the full updated story: I drove my car to Kal Tire for minor repair. Kal Tire called saying all four tires needed replacing and they wouldn't release keys to me unless I had car towed or hired them for the work. I told them no. Kal Tire then said I have to replace two tires before they would release keys. Again I told them no. AMA towed car to Urban X and they said said the tire was not reparable. They replaced one tire for a great price and the car is now back on the road driving fine.
My gut tells me that Kal Tire destroyed my tire because i drove it there with no issues, but the tire was in completely destroyed when it was towed to Urban X.
I'm ok if someone from Urban X wants to post with more details on his view regarding what happened to that tire while it was at Kal Tire.
My original question was honestly if Kal Tire could hold my keys legally. The answer was no and this was answered in the first 10 posts, but it turned out to be a mute point, because the tire was completely destroyed by the time AMA towed it.
TL;DR: AMA towed car to Urban X, which then replaced a single tire at a great price. My gut says the guys at Kal Tire ruined my tire.

Shouldn't you replace tires in sets of two at a minimum? I've been told that by the three different places I've used for new tires.

It depends how old they are. If the tread depth is still really close to new, it's OK. If not, it can be hard on the dif because you have 2 tires always spinning at slightly different speeds. If they are front on a rwd vehicle, I think you can have alignment issues if they are different enough. If they are rear tires on an FWD car, it matters the least, because they roll independently. But you are going to rotate your tires eventually, so even if it is OK in one situation, you will be putting strain on the dif after rotation. AWD cars are even more sensitive, and often need all 4 replaced.

The issue is that the new tire is a larger diameter. This tends to be more of an issue 4WD cars than regular cars. The extra distance the new wheel has to travel puts strain on the steering and suspension components in FWD cars and strain on the Diff in 4WD cars. It also causes increased wear on the new tire.
However if you have close tread depth between the new and old tire there aren’t any issues. I have read 3.5mm difference for FWD is fine. Effectively it’s like your car always cornering.

As long as your FWD car doesn't have an LSD otherwise they must be changed in pairs.

Replacing just one tire is also dangerous from a traction perspective. One tire with better grip than the others will cause you to spin out, guaranteed.

OP, Im guessing there was some merit in kal tire urging you to change all 4 tires, regardless of the methods they used. For your safety and others, I would strongly recommend you do your best to get all 4 done- the roads are horrendous right now.
