Meh, they can't overpay for every reclamation project at the start of a rebuild.

If Kakko was a natural center I'd be more annoyed by it, but really we have so many wingers in this organization right now.
Veterans: Huberdeau, Coleman, Sharangovich, Lomberg
Youngsters: Coronato, Pospisil, Zary (if we add a center), Pelletier, Honzek, Klapka, Stromgren, Gridin, Basha, Battaglia, Suniev
Unless it was a winger for winger trade then it probably wasn't worth it for the Flames to be moving a collection of assets because winger is not an area of need for this team at all.

That's definitely what it looks like.
To me, it smells like corporate legal staff wanting a sure-fire CYA for any of the kind of ‘interactions’ between players and staff that (quite properly) led to scandals and lawsuits in Chicago. But with the finesse we have come to expect from corporate legal staff, they wrote the policy like a shrink-wrap software licence, with the most onerous and restrictive terms they could think of, and then forced all the line employees to swallow it as a condition of employment.

If McTavish or Zegras go cheap I’ll be miffed

I would like a shot at McTavish, but I would rather stay away from Zegras.

Glad Conroy didn't go there.

If Zegras is going to go for the price Kakko just went for, I think we should be willing to try that for sure.

But the preference is to pay more to get McTavish if that is realistic at all. Obviously.

It's easy to paint it like that, but the reality is this is probably a result of the Corey Perry incident in Chicago and others like it in sports in general.
Honestly, athletes are in a position of power and that can be used by both the athlete and by non-athletes in bad ways.
I can see why management would take this approach.

I’m not sure Kakko was the guy to bet on so no fuss but would poke a bit at your premise the Flames don’t need a winger. the flames still have needs everywhere. C tops the list, but it’s a long list.
If a different winger of that age comes along with a bit more promising skill profile the flames should absolutely be in. The team has quantity at wing but not a lot of quality - beyond some most recent picks who are years away, if ever.

They have needs everywhere, but if you only have a certain amount of assets you need to spend them on the highest areas of need.

Devils crew played the video of Ranger fans cheering at the 2019 draft when the Devils selected Hughes (so they could get Kakko).

Cold as ice. Jack Hughes laughing on the bench
