It was announced by Elliote Freidman as an elective procedure on his hip,clean up some scar tissue. He had the procedure done well after the season started and chose to do so because of the lack of him finding a team clearly. Ultimately, I dont think the Jagr saga was a bad gamble at all. Small dollars for an amazing veteran and pretty much no downside.
What really stuns me is Bennett with and without Jagr. With him he seems like what you'd expect from someone drafted where he was and without Jagr he seems lost.
I liked the move based on what he brought off of the ice more then on. And to me it was not a waste

The Flames have announced today that they have assigned Jaromir Jagr to HC Kladno of the Czech 1. Liga in the Czech Republic.
Jagr, a native of Klando, Czech Republic, appeared in 22 games for the Flames this season notching one goal and six assists for seven points.
"I want to thank Brad Treliving and the Calgary Flames for giving me the immense opportunity to be a part of their team and continue my NHL career this season," said Jagr. "Although I am very disappointed that things did not turn out as we had hoped due to a number of circumstances, I am deeply grateful to the Flames, the fans and the City of Calgary for having welcomed me so generously. I now look forward to continuing the season in Kladno."
"Jaromir's career speaks for itself," said Flames General Manager Brad Treliving. "He is a legend in our sport and we are very appreciative that he selected Calgary to pursue his career in the NHL. Missing training camp and having constant injuries is tough enough on a younger player, let alone when you're 45. Sucks to see him go. I'm so thankful that I actually got to see him play for the Flames. What a legend.

Nothing in the transaction though excludes him from a Flames return, though.
I'm under no illusion that will happen, the chances are very very very slim, but if he gets in great shape, feels great, feels confident, his season ends in late March, or so, and the Flames require a forward for the stretch run, technically, as in contractually, he would still be available to come back.

He still will get paid the full amount. Some NHL teams just negotiate with the European team that the European team will pay a certain percentage of a loaned player's salary.
