There is a huge conflict of interest because no one is paid to call out the fake appraisals. Employees of CPPIB get paid extremely well $150k-$1m+ per year, but they can make multiple times that by jumping to the private equity firms that CPPIB hires. And they do.
Is an associate making $300k at CPPIB going to go to their boss at CPPIB and say "you know this private equity fund where I want a jump ship to...they are overstating their returns so we need to investigate them and ask for a fee clawback. Also I realize me telling you this results in a lower bonus for our group at CPPIB too".
When the tide goes out, it's going to be pension funds swimming naked. And the more private market assets they're invested in, the worse it's going to be.

It is why you need strong government action on climate change. You would have to be a complete idiot to think technological advancement or good corporate citizenship will reduce carbon emissions. Only decisive government action can combat climate change.
