Last year when I was there, there happened to be a fairly large rain storm, it was over it 20 minutes. But it was comming down so hard, it was bouncing like 2 - 4 feet off the roof. The street was flooded in about 15 minutes, and it took about 20-45 minutes for water to drain away completely.
After the rain, there where 3 kids playing around the storm drain, it was like a wading pool.

Having been through Typhoons (hurricanes in the east, err west.. err Asia.)
The water in the bathtub is because after a hurricane hits, usually the resevoirs/water treatment plants are overloaded, and your water is shut of for several days (or longer)
Mostly it's used for toilets, and basic washing of your body. The hope is you have enough bottled water to drink.
Face it, if you're stuck in a house with no water for 3 days, you have to go to the toilet sometime or other...

A good cam to check sometime tomorrow would the Oystercam. It is a cam that is still working and is setup inside a restraunt that is in the french quarter.
Hopefully it wont flood too bad, but it probably will be flooded sometime tomorrow
