I'm not talking about the fan base. I'm talking about the fact that the city will own a building that relies on one tenant. How do you think those lease negotiations go?

Even worse, it'll be called "The Nenshi"

Nope, you'll still have the sponsored names. Scotiabank Saddledome is city-owned

The "missed" concert argument because of the Dome is mostly not true. It's not because of the arena, it's because artists have lots of cities they can play. Calgary is not in the top 50 metro areas in North America. Most artists only do 40-50 show legs. It's not a building thing, it's a "We will only play Edmonton or Calgary" thing. I think people are going to be very disappointed that bands will still skip Calgary with a new building.
Rush just played Calgary and....not Edmonton. Pearl Jam played Calgary 2013...not Edmonton. Bands go to Calgary and not Edmonton a decent amount if you look hard enough.

Also the timeline of this project along with the green line LRT is quite similar, no?

Yep, we should scrap the whole idea of a new sports complex. Murray Edwards sure as hell isn't putting up $1 billion for the arena and stadium.
I guess the NHL's poor man's club, the Calgary Flames, will just have to play in the Saddledome until Judgement Day. Maybe they'll relocate to LV.

This is really cool but it probably also means the Stampede park is going to continue to get the shaft and remain with 50+ year old infrastructure.

What it comes down to for me (in regards to public money being spent) is how quickly they can reach a point where this actually becomes a revenue-generator.

This is where cities run into problems. Arena Management Contracts are almost Universally one-sided.
Just ask the City of Glendale.
However, in my opinion, an astutely compiled and wise Arena Management Contract would actually allow the City to recoup costs and, if done well, even potentially profit from the Arena.
Its those Oilers/Coyotes contracts where the City sells their souls for $1 and receives no return where we get screwed.

As opposed to letting it rot there not generating any sort of revenue for anyone?

Given some of the property values in the area as they are today I would imagine the ones who do own and are at risk of not earning enough to maintain living there are people who bought in the are over 10 years ago. That would most likely mean the increase in their property value would exceed the value remaining on their mortgage (assuming they haven't remortgaged or used it as collateral for something else). They could then possibly take out a line of credit against their house and pay off the mortgage and offer them much more financial flexibility to continue living there.
This of course is a HUGE generalization, I just dont see how this cant benefit the neighborhood more than it hurts it.

Every other arena outside of Edmonton is privately owned... This isn't an impossible concept.
