Do you think that Tree didn't try to get that deal? The reason why it wasn't that is because Montreal knew they had ALL the leverage. The Flames had tried other paths to clear the space, including moving Lucic instead.
Ultimately Montreal set their price, and Tree decided to meet it.
The debate is not around "why wasn't it the worse of our two picks" but rather should they have simply not done the deal, and therefore not signed Kadri.
They decided signing him was important enough to meet Montreal's asking price.
