This is why Ford will never resign and is still a good bet for re-election. His supporters will find every reason to make it seem like everyone is worse than Rob Ford.

Everyone channels their anger in different ways. Some people get quiet, while others go off like this. I see nothing more than a man that had a bad day or something that was said set him off.
As for saying "he's clearly coked out" or whatever, I would ask you: what set of actions, reactions, etc set the standard for deciding if someone is on coke based on just a visual observation?

It's all about context. Alone, sure you could dismiss this as just a bad day, an anger fit.
But we have way more information that this. We know he overindulges with alcohol. He has done it in public and at city hall more than once. He's even admitted it. We also know he smokes crack, so it's extremely likely he snorts cocaine.
Lastly, he is talking about hurting someone in the video. In some instances it seems like a fight he wants to get into, even one that may be planned by both sides, but in others it sounds like actual murder. Like he wants to kill someone and get away with it. As was mentioned above, there are dead people in his wake and he associates with criminals, so this is a concern.
At the very least it's an important bit of evidence that perhaps he's not in the right mental state to lead a city right now. Like I said, if it was once, then sure, whatever. But it's not once. It's not even twice. It's not 3 or 4 or 5 times. It's a pattern of poor decisions, bad behaviour, and a spiral of self destruction that may or may not involve other people.
This is hardly a oh, he's just a passionate person having a bad day situation. This is a person who works for the public, who needs to maintain a decent image for both himself and the city he represents who is clearly going through something he can't handle. At the best, it's just a personal problem of his that's affecting his work and the people around him (and the city, how can you say it isn't?), and at the worst it's a pattern of criminal behaviour.
As for coke. I don't know what to tell you, but yeah, he looks coked the f out. He's moving back and forth, hyper, energetic, but not completely coherent. He gets lost in his thoughts even though he's obviously on some sort of stimulant. If he were just drunk, the speech would be very different. Alcohol is a depressant. Yeah at times it can work you up, but it's different, it's not quite like that.
Secondly, we know he smokes crack, so cocaine is right in the wheelhouse.

That seems like a stretch unless the guy had his eyes poked out and whatever else he was describing (did he?).

Regardless if he is in the right mental state, nothing is happening at city hall in Toronto. If this were Calgary, i'd be livid. Not because of what the Mayor has done, but we elect them under the pretense that they will work toward making the City a better place and pass legislation. I don't think any of this is happening in Toronto at the moment and probably hasn't for a while.

He's clearly high, and on a stimulant of some sort. He's not fit to be holding the office of the mayor. He needs help, and he's refusing. Toronto council needs to remove him from office for his own good.

It's not smear when your in a public office and won't step down to go get help.
If he wasn't being a complete stubborn jackass right now and was actually trying to get better, than fine, but he's getting what he deserves right now.
The people of Toronto deserve a better mayor than this, if this is what it takes to get him the hell out, then let it flow.

Does anyone else think the reason Ford is so stead-fast on not stepping down is that he is worried once he is no longer mayor HE might be in cement shoes? He has obviously had dealings with less-than-savoury people, has had people involved die around him, and is threatening people with death (coked up/drunken rage or not, threatening first degree murder is madness). Is it a stretch to think he might be next when the people who have been involved don't need him anymore? What good is he to them if he's not mayor? Just another guy that knows a bunch of names and places.

To me one of the questions the video raises: Is this what one of his halftime speeches sounded like when he was doing the youth football coaching? No doubt the kids would come out ready to kill the opposition.

His behaviour in that video is textbook cocaine baehaviour after someone has done too much. To me it's as obvious as seeing a drunk person falling over and puking, or someone laughing at cartoons after smoking a big blunt.
The obvious actions/reactions I see are, irritability, restlessness and anxiety. The fact that his mind is racing too fast for him to keep up. The high levels of energy and his speech are also give aways.
He does admit being inebriated in the video, but that does not look like the effects of alcohol. We have seen Rob Ford drunk, and it doesn't look like that.
