Is there anything personal going on here? It seems like the guy mught be a pig but that there is something beyond that. Like he has a grudge against you and is going that extra mile to push your buttons.
My advice would be to look for a new place to live and then get evicted.
Is this a house or condo?
Condo is easy. Get a few noise complaints. Blast some music late at night. Even call 911 on yourself complaining about the noise.
A house might trickier in winter to get noise complaints. But im sure you could find other harmless ways to breach your lease and get evicted.

I said pile the #### up in his bed a long time ago and I stick by it. Gather a week or two's worth of butts and dump them on his pillow with a polite note telling him you found his half used cigarettes.

That cigarette butt thing is just not the behaviour of a normal human being. He's inadvertently just leaving them around in places where clean dishes go? That's the behaviour of someone who either has a head injury/mental illness or is just really stoned all the time.
In this day and age, a smoker should limit their smoking litter to an ashtray outside....this is just bizarre.

Hell, I called in two groups in a forest lawn parking in what I thought was a very serious/dangerous situation. They were towing a guy's car up on to a flat deck and the guy was yelling and pushing people and then jumping up on the ramp, getting into the car as it was being pulled up. It looked like he could easily get seriously injured or killed.
The guy was screaming that he was calling in more of his people to come down, so the other guys (presumably from the shop) were actively calling more of their friends to come down, then everyone got heated and in eachother's faces. It almost looked like a huge racial fight starting, with more on the way.
But even with that, the dispatcher seemed almost annoyed at the call, asking if there was more than what I was describing and if I could see weapons, etc. It was almost like "Yeah, thanks for the call, maybe we'll send someone to a brawl in forest lawn, but probably not!".

The problem I find is that the difference between the callers and the calltakers is pretty huge. Over the course of a 12 hour shift, a calltaker will probably deal with 1-5 fights. More if it's a reasonably warm weekend evening shift. Believe it or not, but there are "typical" fights. The game-changer is weapons. You see 2-3 guys fighting? What sort of fighting? Fist fighting? Ok, cool. Will probably need 1-2 cars. You just heard one shout that he was gonna go get his gun? Ok, probably need a faster response. You can see someone pulling out a shotgun? Gonna need more cars and a faster response...
I know that I always ask "Is there anything else going on that you can see or think we should know about?" because some of the answers I've gotten have been very useful, and in a stressful emergency situation, folks may not think to volunteer info, they have to be directly asked for it.

Or like the time a couple I didn't know were having a domestic dispute in MY BACKYARD. With twin infants in the back of their vehicle idling in the alley. And they wouldn't leave (because their stupid Cockatoo had flown into my tree) my yard and the guy was getting scarier and scarier. And the response was like "Yeah. .. we'll get there when we get there.". That sucked.

It sounds like he may be being a slob and leaving the butts around on purpose, because he is a huge jerk.
I had a similar roommate once. Things were complicated by the fact he was an old highschool friend of one of the other roommates. I had to live with the guy for about 4 months. Eventually he racked up enough debt with his "old friends" who were in charge of the bills/groceries that they were fed up with him too. He then loading his truck up in the middle of the night with his few belongings and fled, in order to avoid any further discussion about his debt.
Honestly, I'd just try and get out of your place. Life is short, and you don't need to deal with a person like that. Talk to your landlord civilly and try to get out of any arrangement you have with him.

I have requested a house meeting with all the residents. If things go well, and change, then it may be sufficient. If people are stubborn, and not willing to change, I will have to explore other options. The RTB has already told me I have sufficient grounds to break the lease without penalty, due to unsanitary living conditions, so I will just have to see how the meeting goes.
If there is no meeting, I will weigh my options. The guy from Bangladesh was technically evicted, but confronted me and promised he would never leave butts around again, but in order to resolve this, there has to be some kind of agreement between everyone in the house. I cannot do everything myself.
