Flames are in a rebuild. There should be zero players older than 25 who are 'off limits'.
With that being said, garbage offers are garbage offers. These vets' value is in helping the young prospects develop. Giving them away for little to no value doesn't make any sense to me, unless specific players ask to be traded out of here.
As for Pelletier, there is room for him on the team, though not ideal, granted. 4th line or 13th forward until an injury (or trade). This team has too many bodies, really. Solovyov is in the same boat - there doesn't make any sense to expose either of them to waivers. Whether or not they get picked off is irrelevant. All it takes is one GM or head scout to like someone, or one injury to happen on the last day for a team to just snatch a warm body. I am sure Pelletier will sign soon, and he will end up playing in Calgary all season.

I haven't seen anything posted about Flames PTOs.
I wouldn't be surprised to see some just to meet the veteran requirement for pre-season exhibition games. The Flames could fill out all the veteran slots with actual veterans under contract, but I don't see much value in that.
Even if the Flames don't intend to sign anyone after the PTO, it can also just help the relationships with different agents to give their client a stage to audition on keeping in mind that other teams keep an eye on PTOs across the league.

I doubt we see many PTO's around the league. Most are already in Edmonton ready to watch the captains skate, and hope to catch on at a discount rate for a chance to win, some may even play for free.

Just based on where we're at in the NHL Calendar - I highly doubt any significant business gets conducted until atleast the Game 25 mark of the season. Something like post US Thanksgiving is when the window starts opening up which is then quickly shut by the holiday break etc.... so realistically I don't expect anything major from the Flames now until Jan 2025 and onwards.
This is a great time to spend the last month of summer and good weather exploring the outdoors before hockey season returns. I dunno about you but it's been a quick summer. The NHL finals were still going on 2 months ago.
I wish we'd get atleast a 3.5 month break. I feel like the seasons are so long these days.

The Flames have 24 players considered "veterans" for CBA purposes, and they're only required to dress eight per game. (And that rule isn't closely adhered to.)

I don’t have anything in terms of PTO targets, but I wouldn’t be shocked to see a smaller amount than normal if anything. The Flames actually have quite a few assets who could be considered “vets” so they’re in a more unique position this time around.
I feel there’s more likelihood they keep more youngsters up longer this pre-season given the vision Craig has.

I see.
You definitely want your main stay vets playing in a few games to get their reps in. There probably isn't a lot of value in having a lot of them playing in most games, but they could definitely split it up so they aren't being over burdened with a heavy pre-season schedule.
I'm actually more interested in seeing what young undrafted players get an invite. But I guess we are still a few weeks from that kind of news, and probably the wrong thread for it anyway.

The shorter the break, the better IMO. I’d gladly take hockey 12 months a year

The Flames could also sign somebody else’s PTO after camp if some of the kids fail to earn a spot.

Maybe a Pelletier for Peyton Krebs type of deal?

Due to his injury's Pelletier may or may not work out but Krebs is well on his way to being a bust.
