If you go to that site and actually look at it, there is another picture that shows it is no where near 8' tall and is as temporary as it comes. Other than channeling crowds it would be extremely ineffective at stopping an angry mob. Sections of that fence would actually make a pretty good weapon against officers in heavy riot gear.
By the way, if that site is indicative of your perspective, it speaks more about you than anything.

One is trying to solve a problem that doesn't exist using a solution that would be woefully ineffective at solving the problem even if that problem did exist.

To me, what is even more curious than the fence outside the arena is the wall that they put up in front of the stage. Why bother building a stage with steps down to the convention floor and put up a wall blocking off the steps. It looks like the optics of the stage wall might not have been very positive because it looks like they changed the wall from a solid blue wall on day 1 to a clear plexi glass wall on day 2.

wow, somebody really had to work hard to make that look as imposing as possible. looks like they're laying on the ground in the street. Pretty sad the photographer couldn't figure out there's no fence on the end and they could've just walk around it. Probably too stupid busy marvelling in the irony.
