I would offer sheet either player because there is an about a 90% probability that either player will be better than who we pick with the 2nd round pick. Returning fire is only a concern if you think you are going to screw up your cap so much that you cannot match an offer sheet.

If you're paying $4 million apiece for players in the bottom half of your roster, your cap is going to get screwed up.
If you give a player an offer sheet at fair market value, he has little incentive to sign it. You have to overpay in actual dollars to tempt him, and you have to seriously overpay for his current team not to match. Giving up a 2nd or 3rd in compensation is a relatively minor part of the equation. (Different if you're talking about a 1st+, but nobody is in this particular case.)
Offer sheets are rare because they are the worst of both worlds. You have to give up assets as if you were making a trade, and you have to overpay on the contract as if you were signing a free agent.

In my mind, offer sheets don’t make sense where the flames are at. Our picks are going to be good and if the flames hit the mark, the player will be cheap for longer than whomever we offer sheet.

Offer sheets rarely make sense because the team will either match, or it is usually mutually beneficial for the two teams to work out a trade since and not overpay the player in the first place to "Steal" them .

Offer sheet Broberg 4.5M x 2. Screws them right now when they can't match and doesn't screw the Flames cap long term in case it doesn't. If it does work out great, give him a long term deal after or worst case deal him for a haul.

I find it despicable that people even want to. Taint and rush our rebuild just to spite the Oilers?
Hell no. Conroy has a 3-5 year plan. Just let him cook, and keep the Oilers the hell away from our team.

So your argument is that if there is a RFA that is worth more than the compensation (worth two seconds for hypothetically) that you can get for a 2nd by offering a 3 million dollar contract to when the team they originally were with can only afford 1.8 million, that the 1.2 million delta is not worth getting a young asset at below market value because the asset may cost 1.2 million more than it may be worth? I suspect teams with a bunch of cap space don’t really care about the 1.2 million bucks.

No, that's not my argument at all. The numbers, in particular, you made up yourself.
My argument is that you don't spend the money on a player who isn't worth that salary. Every GM knows just how quickly cap space can run out if you start overpaying players. Remember when Treliving was overpaying guys, and it didn't matter because the team was rebuilding? Oops.
To overpay a player and give up an asset for the right to do so is foolish – which is why offer sheets are so very rare.
At this point, I'm not positive either Holloway or Broberg is worth an early 2nd-round pick straight up. (Don't talk about their draft position. That's water under the bridge, and besides, they were drafted and developed by the Oilers, who are not good at either of those things.) They certainly haven't done anything to earn a salary in the range where a 2nd would be the compensation.

The big kadri family here in Calgary have 0 relation to Nazem Kadri. Kadri is like any other player whose family lives with him in the city he plays for.

That seems strange to me. I'm not doubting your intel ... just commenting on the situation.
Why would people move to a new city just because of extended family? I moved from Calgary to Toronto and not one of my cousins, uncles, aunts, etc. thought that they'd better pack up and join me.
Does he financially support them all?
